    Process Engineer, level 2 - Overview

    Applies Process Improvement (PI), engineering methodologies, and principles to effectively improve and align Enterprise-level processes. Facilitates project teams in accomplishing project activities and objectives. Coordinates the transfer of new processes and practices to project teams by providing group facilitation, interviewing, training and additional forms of knowledge transfer. Acts as a key coordinator between multiple project teams to ensure Enterprise-wide integration of engineering efforts.

    Responsibilities

    • Develops the plans for process assessments, both informal and formal.
    • Works closely with the Systems and Software Engineering process development team members to determine organizational readiness for assessment as well as in conducting assessments.
    • Coordinates and schedules process assessments.
    • Leads assessment teams in conducting both formal and informal assessments.
    • Analyzes assessment results and makes improvement recommendations.
    • Ensures assessment results and recommendations are used as the basis for improvement plans.
    • Assesses process improvement (PI) progress and report findings.
    • Evaluates Systems Engineering and Software Engineering processes to address problems with process workflows, organizational structure and alignment and planning.
    • Assists in defining PI strategy and lesson learns.
    • Conducts training sessions and workshops for PI activities.
    • Makes improvement recommendations based on program, organizational, and project needs.
    • Advocates improved quality and productivity through systems and software development processes and methods.
    • Leads PI effort utilizing CMM/CMMI or other similar process models.
    • Assists in Enterprise level Systems and Software Engineering PI initiatives.
    • Interprets and promotes the use of PI best practices.
    • Provides technical leadership and direction in supporting the application of sound system and software engineering PI concepts.
    • Ensures processes are established and documented to support the application and institutionalization of sound systems and software engineering discipline and continuous PI.
    • Evaluates System and Software Engineering processes to address problems of workflows, organization, and planning and develop appropriate corrective action.
    • Ability to understand and document issues and work flows with organizations, coordinate shared activities, and help shape interactions with the other organizations.
    • Support the development, decision tracking, configuration management, prioritization of processes, and document decisions.
    • Provide responses and feedback.
    • Review initiatives and goals in order to describe progress and status of capability needs as related to the various boards oversight.
    • Propose, create, modify, and implement engineering boards executive decision support processes.
    • Provide recommendations for procedures and processes to coordinate information and decisions supporting engineering board functions and governance.
    • Assist in implementing governance processes.
    • Develop and provide governance structures to boards being established under guidance.
    • Develop and publish Board and Council agendas and minutes.

    Qualifications

    *All Candidates must have a TS/SCI clearance with a Polygraph

    • Twelve (12) years' experience with Process Improvement (PI) supporting DoD/IC programs.
    • Experience is to include, within the past ten (10) years, five (5) years of experience in facilitation, training, methodology development and evaluation, process engineering across all phases of acquisition identifying best practices, change management, business management techniques, organizational development, activity and data modeling, or information system development methods and practices.
    • Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or Education from an accredited college or university is required.
    • Shall have three (3) years of demonstrated experience in the following:
      • Intelligence Community (IC) experience
      • Experience in estimating, planning, and tracking projects and programs
    • Experience with governance review boards.
    • Experience with enterprise architecture.
    • Experience with capability development processes.
    • Broad understanding of customer missions & operations.
