This effort requires personnel who can support various types of customer planning efforts in support of Computer Network Operations (CNO). Most planning activities also entail development of CNO requirements and/or providing actionable recommendations and technical support. Personnel may specifically be required to:

  1. Understand and support exercises to include the development of requirements and a long-term strategy to support those requirements.
  2. Identify, organize, and document steps to conduct CNO, which may include the development of long-term functional requirements.
  3. Assist in the determination of risks and benefits when recommending actions to mitigate cyber threats, develop success criteria associated with CNO to be performed, and prepare assessments of CNO conducted by customer and its mission partners.
  4. Assist with the integration and synchronization of CNO activities and deliver actionable recommendations and technical support.
  5. Assist with process gap analysis and process development in support of CNO and deliver actionable recommendations and technical support.


  • Performing multi-source research of all U.S. exercises involving CNO to support operations personnel and overall CNO synchronization.
  • Assessing value of material compiled from research.
  • Documenting objectives and benefits of each activity or plan based on available material.
  • Documenting common CNO threads based on CNO activity.
  • Outlining key operations processes and metrics.
  • Providing the means to assess the effects of mission partner execution of CNO.
  • Developing and documenting processes and procedures for assessing impact, Measures of Effectiveness, and follow-on courses of action development.
  • Assisting in determination of what established processes and procedures will need to become more automated.
  • Recommending metrics to support decision-making efforts by customer Operations leadership.
  • Recommending areas for improvement.
  • Attending mission-related forums and address emerging operational requirements.
  • Sharing emerging findings as they become known.
  • Completing and implementing operations processes.
  • Formatting information for customers.
  • Maintaining awareness of internal and external customer information needs.
  • Collaborating with other IC members to produce plans, reports, and lessons learned for National-level audiences.
  • Coordinating efforts with government operations personnel.


*All Candidates must have a TS/SCI clearance with a Full Scope Polygraph

  • Shall have a minimum of eight (8) continuous years of work experience in computer network operations or a related field, or a combination of a minimum of five (5) continuous years of work experience and a Bachelor’s degree in an applicable (for example, math, science, computers, engineering) field.
  • Work experience shall include five (5) years of IC experience in computer network operations or a related field.
  • Shall have demonstrated expertise regarding CNO throughout the U.S. and how partners create a common view of data to enable operators and analysts to gather, analyze, display, evaluate, and disseminate all-source CNO information to support customers and its various mission partners (including Second Party) exchange situational awareness.
  • Shall have demonstrated expertise with relevant CNO tools and databases used for the customer mission.
  • Shall be considered a SME in conducting planning activities and preparing associated documentation. Depending on the task, individual must be either a SME in exercise support, CNO, strategic planning, performance management, or process development and be able to serve as a SME for working groups and meetings with partner organizations/agencies.
  • Shall have demonstrated expertise in analyzing intelligence and/or other related information and technical data, describing CNO opportunities, documenting information and processes, gathering intelligence information, interpreting complex information, performing Internet research, writing and editing skills at a technical/professional level, and managing internal and external customer relations.
  • Shall be an effective writer and verbal communicator.

Required Tools/Certifications: Microsoft Office Suite to include Project and Visio; understanding of PKI/CASPORT system.

Preferred Tools/Certifications: Program Management Professional (PMP), Certified Information Systems Security Professional (CISSP); any technical or security related certifications (i.e. CEH)/background could help to interface with offices/projects.
